Abstract : 

Drugs dispensing is a basic service offered by community pharmacies to the Spanish population since it was first established. In the last third of the 20th century, the new approach of pharmaceutical practice known as pharmaceutical care significantly changed the objectives of this service, hence the shape it should take. Drugs dispensing is a complex service that encompasses the realization of clinical and administrative testing on the patient's health condition and the drugs they use and were prescribed. To attain its objectives it is necessary to adapt this service to the assistance needs as a result of the generalized use of drugs and health products, to the new technologies and the form in which it should be carried out, without forgetting the role of Pharmacy and Parapharmacy technicians. This article reviews and comments the key aspects of the design of this service, established in the 2001 Pharmaceutical Care Agreement, and the barriers that still have to be overcome today to attain its targets. The work presents five proposals for improvement: the modification of the payment plan, the design of indicators, the adaptation of the pharmacy's physical and functional structure, the integration of the concept of validation and dispensing and assigning functions between the pharmacist and the technician in Pharmacy and Parapharmacy. The latter proposal will be accompanied by an analysis of the processes and sub-processes of the procedures of the service to facilitate the assignment of functions and responsibilities between the two.
